Offerwall Guidelines

Offerwall Prohibited Industries

The following industries, services, and content categories are strictly prohibited or restricted from participation in offerwall campaigns. Approval is not guaranteed, even if a category is not explicitly listed below.

1. Adult/Quasi-adult content: adult products, adult videos, dating/chatting apps, adult entertainment establishments, massage parlors, escort services, and related job posts, etc.

2. Alcohol/Tobacco: all campaigns strictly prohibited

   • Campaigns for alcohol purchases or subscription-based alcohol delivery may be allowed only for “traditional liquor products”, and confirmation of sales shipping method is required before campaign approval.

   • Advertisements for alcohol purchases, alcohol delivery, or subscription services are allowed only when age-gating (adult verification) is applied.

   • Direct sales of non-traditional or imported liquor products are not allowed.

   • Even if payment is processed within the service, advertising may be allowed only when the actual fulfillment (delivery or consumption) occurs offline.

3. Gambling: gambling, casinos, bicycle/horse/motorboat racing, lotteries, speculative games, distribution auctions,

4. P2E/NFT games: any games or items that can be monetized (including prize/reward-based games with cash-equivalent rewards)

5. P2P/”Webhard” (web hard drive) services: excluding those used purely for web storage

6. Pyramid scheme

7. Private investigation, errand services

8. Tattoo services: tattoo procedures, training, or information

9. Religious advertising

10. Political advertising: subject to review by the Korea Online Advertising Association (KOA) and internal review for approval

11. Sales or brokering of products prohibited from online distribution: glasses/contact lenses, firearms/blades, pharmaceuticals, etc. (providing information only is allowed) 1.11.12 Distribution/Sale/Import of illegal products

12. Other illegal/prohibited content: copyright infringement, illegal games, auto-clickers, thesis/dissertation ghostwriting, illegal loans, cash-for-credit services, counterfeit goods, etc.

13. Competitor advertising: webcomic/genre-novel/webnovel services, or services similar to Cookie Oven (i.e., services where ad participation primarily provides rewards)

14. Savings banks, loans, and credit card inducement advertising: including P2P investments, loan comparison services, or any services inducing loans **(including credit limit checks)** related services are prohibited from offerwall advertising ****

15. Cryptocurrency advertisers: services containing NFT-related content may be allowed, but direct inducement to invest in NFTs is prohibited

16. Plastic surgery/Diet-related services

    1. Medical Information Provided by AI: For services providing medical or health information generated by AI, a mandatory disclaimer must be clearly displayed on both the creative material and the landing page: "This information is generated by AI and does not constitute professional medical opinion."

19. Stock recommendations or investment inducement services and advertising

    1. Investment Advice via AI: Services providing stock recommendations or investment advice utilizing AI are strictly prohibited. However, for services that only provide simple information, execution may be permitted following an internal review, provided the following disclaimer is displayed: "This information is generated by AI and does not constitute professional investment advice."

23. Generative AI Content and Service Regulations

    1. Mandatory Disclosure of AI Outputs: While advertisers do not bear a direct legal obligation to label all AI-generated results themselves, it is highly recommended that advertisers verify whether AI was used in the creative materials and ensure that all mandatory labeling requirements have been fulfilled during the review process.

    2. IP Protection Policy: To protect the rights of creators and media policy, advertisements for AI services specialized in webtoon character implementation or story-writing (e.g., Character.ai, ZETA, etc.) are strictly prohibited.

    3. Compliance with Global Regulations: Advertisers must strictly adhere to the AI-related laws and regulations of each respective country:

       • European Union (EU): Recommends machine-learning-based watermarks for deepfakes and AI-generated content.

       • United States (US): Must clearly disclose that virtual influencers are not real people.

       • France (FR): Mandatory display of the phrase "Photographie retouchée" if body parts have been modified or generated by AI.

       • Japan (JP): Compliance with Stealth Marketing regulations and restrictions on materials that imitate specific creator styles.

       • China (CN): Mandatory application of official identification markings (watermarks) as prescribed by the authorities.

※ Even if an industry or material is technically eligible, exposure may be restricted at NAVER WEBTOON’s request. Additionally, materials that violate local laws or regulations in each country cannot be registered. Even for registrable industries or materials, exposure may be limited depending on NAVER WEBTOON’s internal review and policy.
